Pasir Ris residents can look forward to a revamped town centre, more recreational facilities, and new public housing developments by the park, amongst the improvements under the Remaking Our Heartland (ROH) plans for the town. Deputy Prime Minister Teo Chee Hean, Adviser to Pasir Ris-Punggol GRC Grassroots Organisations, announced this at the launch of the ROH exhibition for Pasir Ris today.
2 The ROH programme, first announced by Prime Minister Lee Hsien Loong in 2007, aims to transform the heartlands into distinctive and endearing homes for Singaporeans. Nine towns and estates have since been identified for renewal – namely Punggol, Dawson and Yishun in 2007; East Coast, Hougang and Jurong Lake in 2011; and the latest – Woodlands, Toa Payoh and Pasir Ris – in 2015.
3 In drawing up the renewal plans for the latest three towns, HDB conducted a series of Focus Group Discussions (FGDs) with residents in the three towns to better understand what improvements they hope to have. With their feedback, HDB has refined the plans to ensure that the plans will benefit residents of all ages.

4 Known for its beaches, parks and recreational facilities, Pasir Ris will retain all these and more, even as it is rejuvenated under the ROH programme. The proposals for Pasir Ris, aimed at reinvigorating this urban sanctuary, are focused on four key strategies:
- Transforming the town centre into a vibrant hub
- Enhancing nature living with upgraded parks and new housing by the park
- Enlivening community spaces in the neighbourhoods
- Improving connectivity

Transforming the town centre into a vibrant hub
Mixed-Use Development Integrated with Bus Interchange
5 The Pasir Ris Town Centre, located at the heart of the town, will be transformed into a vibrant hub with the development of a new mixed-use commercial and residential development. To be integrated with a bus interchange, the new development will offer seamless connection to public transport services and a wide range of commercial facilities, all under one roof. The new bus interchange will also be designed to incorporate a new dedicated pick-up and drop-off area for full-time National Servicemen (NSF) undergoing military training in Pulau Tekong.

Town Plaza with Heritage Garden
6 Beyond just serving the commercial needs of residents, the town centre is also envisaged to be a lively community hub. Residents can look forward to a new Town Plaza and Heritage Garden in the town centre. Designed to be partly sheltered, the town plaza will offer residents a new community space for large-scale activities and events, come rain or shine.
7 Originally a low-lying, undeveloped area with kampungs and plantation estates, Pasir Ris (meaning “white sand” in Malay) first appeared in print on an 1844 map as Passier Ries. Since the first HDB flats in the town were built some 30 years ago, Pasir Ris has grown steadily into a township that exudes a resort-like ambience. This history of Pasir Ris, along with the early stories of the town, will be preserved through a Heritage Garden, to be built next to the town plaza. Fitted out with seating areas and landscaping, it will provide additional gathering spaces for residents even as they learn about the town’s history.

8 Lush greenery, such as landscaped terraces on different levels of the mixed development, and high-rise greenery on the residential blocks, will be incorporated into the design of the new developments, to bring nature to the doorstep of residents.

New Public Housing Developments
9 As part of the renewal plans, HDB will build more flats in the town. These new public housing developments are expected to offer around 2,000 units, with a wide range of amenities and multi-generational facilities. Located next to Pasir Ris Park, they will be designed to relate to their surroundings, creating a park-like living experience for residents. More details on these public housing developments will be available when they are finalised.
10 For seamless connectivity, the new public housing developments will be integrated with a proposed Central Greenway with elevated cycling/ pedestrian paths, providing direct connection from the town centre to Pasir Ris Park.

Pasir Ris Park and Beach
11 Pasir Ris Park and Beach – popular recreation spots for residents and visitors alike – will be rejuvenated with more recreational facilities and play spaces to improve the overall beach experience. These include more sand play areas at Pasir Ris Beach to encourage family and community activities, and upgrading of the existing pavilions and toilet facilities in Pasir Ris Park. In addition, enhanced signages will make it easier for visitors to navigate the park.

12 The Pasir Ris Town Park, which houses a fishing pond familiar to the residents, will undergo a makeover. Residents can look forward to new dining options in the park, with the completion of a new hawker centre later this year. The new hawker centre will house 41 stalls, 1 kiosk, and more than 500 seating spaces.
13 In addition, there will be a new playground with more outdoor seating for residents of all ages to enjoy. Enhanced facilities such as a landscaped multi-generational fitness area will also be introduced.

Enlivening community spaces in the neighbourhoods
14 In the neighbourhoods, the abundant community spaces in the form of the Neighbourhood Centres and Neighbourhood Parks, will also receive a new lease of life. Residents can look forward to a more delightful experience on their regular visits to their neighbourhood.
15 To offer a better shopping experience for residents and to give local businesses a boost, the four existing neighbourhood centres in Pasir Ris will be refreshed. Pasir Ris West Plaza and Elias Mall will be upgraded under the ROH, with improvements ranging from enhanced play facilities to new seating areas. This will inject greater vibrancy into the malls and bring them on par with other neighbourhood centres, such as the recently upgraded Loyang Point, and the centre at Neighbourhood 4 which will be upgraded as part of the Neighbourhood Renewal Programme.
16 To provide more conducive spaces for residents to come together, new community spaces, or ‘Discovery Points’, will be introduced in all four Neighbourhood Centres. These will be enhanced with amenities such as seating, landscaping, and cycling facilities. Each Discovery Point will also feature a heritage storyboard with interesting facts and information on the neighbourhood.

17 Under the ROH programme, five out of the seven Neighbourhood Parks in Pasir Ris will receive a facelift, with the injection of new multi-generational facilities and enhanced landscaping. The five Neighbourhood Parks are Brontosaur Park, Green Oval Park, Seashell Park, Park Aquaria and an open space at Loyang. The remaining two Neighbourhood Parks, Atlantis Park and Time Park, are currently being upgraded under the Neighbourhood Renewal Programme, with works estimated to complete by end of this year.

18 The 5-kilometre-long Community Mall, an existing walking and cycling spine linking the amenities and green spaces in Pasir Ris, will also be rejuvenated. Walking and cycling paths will meander through the housing precincts, so that residents can enjoy easier access and connectivity to community facilities within their town.
19 To provide more community spaces for residents to come together, social nodes with space set aside for new facilities and programmes, will be introduced along the Community Mall. Depending on what residents prefer, the space at these social nodes could be used for art installations, community gardens, reading corners, or community cafés. HDB will be gathering feedback from residents on the proposed facilities and programmes along this Community Mall.

20 In addition, residents can also look forward to a better overall walking and cycling experience throughout the town, with enhancements at three key connections, ie Central Greenway, Nature Ways, and River Ways.
21 Running through the Town Centre and the housing developments, the new Central Greenway will provide a direct and seamless connection to Pasir Ris Park. Comprising both ground-level and elevated cycling and walking paths, it will be integrated with the mixed use development at the Town Centre and housing developments to the north of the Town Centre. The Central Greenway will segregate bicycle and pedestrian traffic from vehicular traffic, to provide residents with a safer walking and cycling environment.

22 The arterial connections along Pasir Ris Drive 1 and Drive 3, will be transformed into Nature Ways with thematic landscaping. Along these Nature Ways which total 8.2 kilometres in length, pocket parks will be introduced to serve as rest points and gathering spaces for the community. To strengthen the sense of arrival and welcome into Pasir Ris town, the vehicular gateways into Pasir Ris, such as the one along Elias Road, will be enhanced with estuarine-themed planting.

23 Along the two existing rivers in Pasir Ris, Sungei Api Api and Sungei Tampines, new facilities will be introduced and existing facilities enhanced, to enliven the area. Together with landscaping along the watercourses, this will create a more enjoyable walking and cycling experience for residents.
24 To enhance the last mile connectivity, covered linkways will be introduced along the key connections to transport nodes. Enhanced bicycle crossings will also be provided along cycling paths to create a safer commuting experience.
Residents invited to give feedback
25 Residents can look forward to many of the plans being implemented within the next 5 to 10 years. The actual implementation timeframe for each proposal will differ from site to site.
26 The ROH proposals for Pasir Ris will be exhibited at Pasir Ris Town Centre (beside Pasir Ris MRT station/ bus interchange) on Saturday, 29 Apr 2017 (10.30am to 9pm) and from Sunday, 30 Apr 2017 to Sunday, 14 May 2017 (9am to 9pm). Residents are invited to visit the exhibition and give their feedback. They may also view the exhibition on the HDB InfoWEB (www.hdb.gov.sg/ROH) and share their feedback online.
27 With the feedback gathered, HDB will refine the proposals together with the various government agencies, such that the eventual rejuvenation of the town will benefit as many residents as possible.
