HDB Registered Renovation Contractors’ Scheme (RRCS)

The RRCS regulates all renovation work on HDB flats conducted by HDB Registered Renovation Contractors (RRCs).

Under this scheme, you are required to abide by our terms of registration and ensure that your work:

  • Does not cause damage to HDB’s property
  • Is conducted safely
  • Does not cause any nuisance to neighbours

RRCS Demerit Points System (DPS)

You may receive demerit points if you do not adhere to the RRCS renovation and administrative rules. The DPS is a transparent system, which helps to remind contractors to self-regulate and maintain good performance.

Infringements

Infringements will result in various penalties, including demerit points, fines, or suspension/ debarment. Your registration will be suspended if you receive more than 24 demerit points within 24 months.

Managing disputes

The engagement of an HDB RRC is a private arrangement between the RRC and flat owner. If there are any disputes on matters such as pricing, work schedule, and type and quality of the renovation works, both parties will have to resolve the matter themselves.

If the matter cannot be amicably settled, you can seek assistance through the CASE, Singapore Mediation Centre, the Small Claims Tribunals, or through court proceedings.
